Its values roll at 40-160% Quality, far past the normal caps.
How it drops
Devil's Bargain is a unique for the ring slot, always on a Iron Band base. Power grade 2 of 5: it falls 1.5× as often as a standard unique. Uniques fall from the Risings; a floor drop is one only once in 100,000. Inside each tier a grade 5 falls 8× less often than a grade 1. Only one copy of a unique can be worn at a time.
Stats
Uniques roll a fixed set of affixes chosen to serve the power; only the values roll, from the depth the item drops at and its quality. Below is Devil's Bargain exactly as the game rolls it at quality 100, at three depths.

Builds it belongs to
It lives in the Classics reimagined family of uniques, alongside Belt of Claimed Souls, Endless Sip, Sealed Pact, Molten Heart, The Unwritten, Abyssal Visage. Stacking uniques from one family is how a mechanic is pushed past what affixes alone allow.
